The Company


Founded by Brian Thomas in 2012, the associates of Thomas Assessment Professionals (TAPCo) are dedicated to providing any and all assessment services to County Assessors, from new construction data collection all the way to prudently defending valuations when appealed - including everything in between.


About the Owner


Brian Thomas got involved in this industry working in several counties in Indiana for a reassessment vendor as a data collector, agricultural specialist, and ended up hand pricing commercial/industrial properties during the 1995 Reassessment. 

 

Brian moved away from the private sector near the end of the Reassessment and was sworn in as the Chief Deputy Assessor in Hamilton County, Indiana. One of the main focus points being for Brian to use his expertise to assist Hamilton County in doing their assessment work "in-house," rather than using a reassessment vendor. Responsibilities included planning, heading up many projects, acting as the President of the Hamilton County Board of Review, and in the last year, becoming the Chief Deputy in Noblesville Township to replicate the "in-house" data collection and appeal processes at the Township level. 

 

In 1999, Brian returned to the private sector becoming the Project Manager in Cass County for a small Indiana based assessment company for the 2002 Reassessment.

 

Following the successful completion of the 2002 Reassessment, Brian and two other individuals formed a partnership establishing the company Ad Valorem Solutions LLC (AVS). 

 

After nine and a half years of a successful partnership serving the Assessors in Indiana by effectively completing Reassessments in eleven (11) counties, as well as assessment services in several additional Counties, Brian sold his partnership interest and founded TAPCo.

 

Brian has even done consultant work for Integrity Tax service. This has given Brian an edge that very few people in this industry have; perspective as a vendor, a county employee, an appraiser (working under an Appraiser holding a license as an Appraiser Trainee), and a tax representative.
